William B. Stark, P.E.

Bill has almost 20 years of design, project engineering and management experience in fields as diverse as petrochemical plants and waterworks facilities.  This includes grass roots plants, retrofits, and expansion of existing facilities. Project management experiences include cost estimating, cost control, cash flow forecasting, project scheduling, procurement, design, design management and construction contractor coordination.

Bill specializes in process measurement and control systems.  He has worked with Honeywell TDC 2000 and TDC 3000, Delta “V”, Allen-Bradley, Modicon, and other DCS and PLCs. He has provided designs from basic relay logic control to advanced process and SIL 3 emergency shutdown systems. Additionally, he has designed low and medium voltage motor control centers, substations, and distribution systems. He designed and started up a large number of variable frequency drives (VFDs) in a variety of applications including extruders, blowers, pumps, and filters.

He has a broad background in the specification and application of flow, temperature, pressure, level, pressure relief, and other measurement devices for applications in petro-chemical, waterworks, and similar industries.  

Bill earned degrees in Electrical Engineering and Computer Engineering from the University of Missouri - Columbia.  He also earned an MBA from Texas A&M University - Corpus Christi.  He is licensed as a Professional Engineer in Texas.  Bill is also certified as a LEED Accredited Professional.
