Bill Stark

William B. Stark, P.E.

Principal / President at Bath Group, LLC.

Bill joined Bath Engineering in 2006 as a Sr. Electrical Engineer in our Corpus Christi office.  He advanced through the positions of Project Manager and Production Manager to his present position as President and Principal.

He is a Licensed Professional Engineer in the states of Texas, Oklahoma & California, and a USGB LEED Accredited Professional.

Bill earned a Bachelor of Science degrees in Electrical Engineering and Computer Science from the University of Missouri, and a Master of Business Administration degree from Texas A&M University. He has over 28 years’ experience in engineering design, commissioning and project management.

He is active in the community with coaching youth basketball and participates in “Math Counts”, a program that engages middle school students in problem solving.  He is also active and supports professional organizations such as TSPE and ACEC.

Javier Garcia

Javier Garcia, P.E.

Principal / Vice President at Bath Group, LLC.

Javier joined Bath Engineering in 2000 as Sr. Electrical Engineer in our El Paso office. He soon assumed management duties as the firm’s Design Manager and advanced to present position as Vice President and Principal.

He is a Licensed Professional Engineer in the states Texas, New Mexico and Georgia.  He is also certified by Building Commissioning Association (BCA), a Qualified Commissioning Process Provider (QCP), and a USGB LEED Accredited Professional.  He is a member of ACEC, BCA and other professional societies.

Javier earned a Bachelor of Science degree in Electrical Engineering from the University of Texas at El Paso. He has over 20 years’ experience in engineering design, commissioning and project management.

Steve Alschuler

Steve Alschuler, P.E., CCP

Principal of Commissioning

Steve joined Bath Engineering in 2012 as a Sr. Mechanical Engineer and Commissioning Manager.  He opened our office in Albuquerque, NM and later became Principal of Bath Commissioning. Steve currently resides and performs work out of Bath’s new office in Boulder, Colorado.

He is licensed as a Professional Engineer in the states of Texas, New Mexico, Colorado, California, North Carolina, Idaho, Wyoming, and Arizona. He is a Certified Commissioning Professional through the Building Commissioning Association, as well as a LEED Accredited Professional through the United States Green  Building Council.

Steve earned a Bachelor of Science degree in Mechanical Engineering from Iowa State University and an Masters of Business Administration from the University of New Mexico.  He has over 25 years of experience in engineering design, construction, commissioning and project management.

Steve was selected as the Principal of Bath Commissioning because of his proven track record successfully managing commissioning projects across the Western United States. Mr. Alschuler has been an AIA registered provider of continuing education and has developed a curriculum to train Architects and Building Owners on the importance of proper control system design as well as the benefits of building commissioning.

Doug Cassell, P.E.

Principal of Midwest Operations

Doug joined Bath Group in 2019 as a Senior Electrical Engineer and leader of the Tulsa, Oklahoma Team.  He is a Licensed Professional Engineer in Texas, Arkansas, Colorado, Kansas, Louisiana, Missouri, Oklahoma, Wyoming, and Utah and is Construction Quality Management for Contractors Certified through the U.S. Army Corps of Engineers. Doug obtained his Bachelors of Science in Electrical Engineering from McNeese State University in Louisiana.

Doug has 30 years of experience as both owner and consultant. His experience ranges from project development, project design, reliability, and maintenance in a wide variety of industrial projects with a focus on brownfield type projects – including scope definition, cost estimating, field investigation, detailed design, bid document preparation, equipment specifications, material procurement, construction planning, construction supervision and equipment testing. He has extensive experience in power and control systems, including medium voltage applications.

Since his employment with Bath Group, he has led several industrial-related projects involving power and control systems and is leading ongoing microgrid design projects ranging from 3MW – 15MW that involve the design, construction, and procurement of complete microgrid systems.
